ที่มาของการหยิบยกหัวข้อนี้ขึ้นมาพูดให้อีกหลายๆท่านที่ยังไม่ทราบ หรือไม่เคยได้ยินเรื่อง 23 Pilot University ให้ได้ทราบกันอีกครั้ง เพราะเจ้าหน้าที่ VFS-UK ในงาน ” Study UK Grand Exhibition” เมื่อวันอาทิตย์ที่ 17 กุมภาพันธ์ 2562 ได้เอ่ยถึงผู้ที่กำลังจะไปเรียนที่ หนึ่งใน 23 มหาวิทยาลัยนี้ว่า ไม่ต้องยื่นเอกสารรับรองทางการเงิน ทำให้ผู้ปกครองหลายท่านอยากทราบรายชื่อมหาวิทยาลัยทั้ง 23 แห่งว่า มีชื่ออะไรกันบ้าง อนึ่ง แม้ว่าตามหลักการจะไม่ขอดูหลักฐานทางการเงินสำหรับผู้ที่จะขอวีซ่า Tier4 เพื่อไปศึกษาต่อปริญญาโทที่ 23 มหาวิทยาลัยดังกล่าว แต่ในบางกรณีอาจจะมีการขอดูเอกสารทางการเงินเพิ่มเติมได้ ดังนั้น เพิ่อความรอบคอบควรเตรียมเอกสารทางการเงินเผื่อไว้ จะได้ไม่เสียเวลาเมื่อถูกขอให้แสดงหลักฐาน

โครงการนำร่องโดยรัฐบาลสหราชอาณาจักรโครงการนี้ มีวัตถุประสงค์เพื่อช่วยเหลือนักศึกษาในระดับปริญญาโทที่มีหลักสูตรการเรียนเป็นระยะเวลา 13 เดือน ให้ได้รับความสะดวกรวดเร็วในการขอวีซ่านักเรียน Tier 4 เพื่อเข้าไปศึกษาต่อที่สหราชอาณาจักร และยังช่วยสนับสนุนให้นักศึกษาที่เรียนจบปริญญาโทจากมหาวิทยาลัยทั้ง 23 แห่ง ที่ต้องการเปลี่ยนวีซ่าจากวีซ่านักเรียนไปเป็นวีซ่าทำงาน Tier2 ได้มีช่วงระยะเวลาดำเนินการได้ทัน หมายความว่า นักศึกษาจาก 23 มหาวิทยาลัยนี้ จะได้รับอนุญาตให้อยู่ในสหราชอาณาจักรได้อีก 6 เดือนหลังจากเรียนจบ ในขณะที่มหาวิทยาลัยอื่นๆทั่วไปนักศึกษาจะได้รับอนุญาตให้อยู่ต่อหลังเรียนจบหลักสูตรได้เพียง 4 เดือน ศึกษาเพิ่มเติมได้ที่ https://www.gov.uk/government/news/twenty-three-universities-join-student-visa-pilot
มหาวิทยาลัยที่ร่วมโครงการนำร่องในตอนเริ่มใช้โครงการนี้มีจำนวน 4 แห่ง คือ Oxford, Cambridge, Bath และ Imperial College London (จากเว็บไซต์ The Pie News: https://thepienews.com/news/uk-study-visa-pilot-extended-23-heis/) ต่อมาเมื่อวันที่ 18 ธันวาคม 2017 ได้มีการประกาศเพิ่มรายชื่อมหาวิทยาลัยอีก 23 แห่งเข้าร่วมโครงการนี้ มหาวิทยาลัยทั้ง 23 แห่ง ได้แก่
